Are the requirements the same for a non nursing homecare vs. nursing homecare agency ? - delaware assisted living

I am a nurse in Delaware and want a day care agency business to help seniors in their homes or depart. Assistance in the preparation of meals, laundry, household, medication reminders, bathing, etc. I will need to check background checks for criminal purposes (for children and adults). Do not care to Medicare patients at this time. Private pay only. I know that a lot of paperwork for Medicare approval is required. I wonder if the paperwork is done it without care.
